In Ya'ale Ve'yavu we focus on taking this special time (moed) and elevating it, and ourselves, to the most personally intimate relationship with Hashem. We are trying to get there, but we can't without the spark of "paked" that comes from Hashem's "desire"
to see us reach the highest levels. We have not "earned" it yet, but we are still "there" thanks to Hashem. Now that we are so high we ask Hashem to remember (cherish or love is zicharon) us for what we are at that exalted moment (ve-yepaked, ve-yezacher). Once our personal relationship with Hashem reaches that peak, then we earn the right to ask for a general zicharon and pekuda for all of the klal (zecharareinu u-fikdaneinu). For Hashem to cherish/love the Nation because of the Fathers, because of the spark of Mashiach, because of what Yerushalim really is, and for Hashem to bless us through the highest love of rememberance.
To sum it up, we are trying to change the order of pekuda and zicharon, so that the transformation of us and the nation comes from "below" reaching up to Hashem to bring the geula.
