Rav Moshe postulated that Mishloach Manot should be sufficient for a small meal.
One should
give two types of food to the same person. Both types may be of the same blessing. Indeed, they may be two varieties of the same food.
Money does not suffice for Mishloach Manot.
One may give to an entire family if it is enough for the entire family to have a Seudah. Otherwise, one should specify that it is for one person.
One may also send a giant Mishloach Manot from one entire family to another entire family, as long as there are sufficient amount of foods corresponding to the number of givers, and the need for each of the recipients to have a small Seudah.
A mourner must satisfy these obligations as well. It is a commonly accepted practice that a mourner should only give to one person.
Reb Moshe held that a normal Mishloach Manot is not considered to be a violation of “Sh'eilat Shalom” and therefore a mourner can send as many as he prefers. The commonly accepted practice is for him to send more packages but to state that it is being sent from his family rather than from himself.
One may send food that needs to be cooked, but it is preferable to send food that is ready to eat.
