When you hear someone speaking while you pray, say: “Why did G-d bring him here to speak while I pray? All this must be hasgachah peratis (Divine Providence relating to all particulars). Speech is identified with
the Shechinah. The Shechinah thus is vested in the mouth of that person in order that I strengthen myself for the service [of G-d]1. How much, then, must I strengthen myself in the ‘service, i.e., prayer’ especially if that man speaking is a gentile or a minor.” It follows then, that the Shechinah is, as it were, in that person; thus it is but appropriate for you to act with alacrity.
Tzava’at Harivash, perek 120
1. I.e., the unavoidable disturbance is itself by Divine Providence in order that I overcome it; “a descent for the sake of and ascent.”
